What is the hole in the valve spring chamber do and what is that rubber tube after i open the air filter ?
air filter cover off and i see a metal plate and behind the thing is a rubber tube (soft) what is that called

It's called a 'blow-by tub'....it allows the engine crank case to breath so pressure doesn't build up behind the piston. As your engine heats up the oil can smoke...most of the time this oil smoke is sucked out of engine case and into carb...where it is burned with the fuel.
Cuts down on pollution.
